
Petition to End Mismanagement & Restore Accountability in KG Chandra Vista Owners
Residents Association
We, the undersigned residents and stakeholders of KG Chandra Vista, located opposite Sathyabama
University,
Sholinganallur, Chennai, submit this petition to bring immediate attention to the growing concerns of financial
mismanagement, harassment, exclusion, safety negligence, and abuse of authority by former and current office
bearers
of the KG Chandra Vista Owners Residents Association (KGCV ORA).
The association, which should exist to serve the interests of all homeowners, has instead become a
source of
distress and fear—particularly for those who have asked reasonable questions or sought transparency.
🚨 Core Issues
1. Misappropriation of Funds
- ₹16.6 lakhs collected for a parking shed, yet audit records show only ₹10.89 lakhs.
- Unauthorized adjustments of paid corpus funds without owner consent.
- No explanation provided for repair charges post fire accident; ₹38,000 demanded from each unit arbitrarily.
- Imposition of unlawful 1% compounded daily interest on unpaid maintenance fees (equivalent to 365% per annum).
2. Neglect of Safety & Fire Hazards
- On April 11, 2024, a major fire accident occurred due to negligence or very poor maintenance as stated by the builder.
- No FIR was filed, and no transparent investigation was conducted.
- Repeated failure to uphold fire safety standards, with builder and association shifting blame.
3. Illegality in Structural Changes & Parking
- Unauthorized construction of a car parking shed that obstructs access for fire and emergency vehicles.
- Double allocation of parking spaces to certain committee members, in violation of the site plan.
- Disappearance of designated visitor parking spaces which were part of the approved layout.
4. Exclusion & Harassment of NRIs
- NRI flat owners who raised concerns were excluded from meetings, threatened, and targeted.
- NRIs were denied participation in decision-making despite full ownership rights.
- In some cases, relatives of NRIs were harassed, publicly defamed, and their access cut off.
5. Suppression of Dissent
- Residents who questioned financial records were harassed, isolated, and defamed through public hoardings and WhatsApp group polls.
- Basic services (like backup power) were disconnected to coerce compliance.
- Questions about finances and governance were prohibited in GBMs, and meetings were held offline only to exclude dissenting voices.
6. Lack of Transparency & Accountability
- Audit reports, minutes, and key decisions were hidden or delayed until legally pursued.
- Documents submitted to government authorities were found to be inaccurate or falsified.
- An “inquiry committee” formed under pressure operated in bias, excluding complainants and protecting office bearers.
🗣️ Our Demands
We, the residents and co-owners of KG Chandra Vista, demand the following immediate actions:
1. Comprehensive Government Audit
- A forensic audit of all financial activities—corpus funds, repair funds, parking shed contributions, and maintenance fees—by an accredited government-appointed agency.
2. FIR & Legal Action
Police must register an FIR against committee members and associates for:
- Criminal breach of trust and cheating
- Defamation, cyberbullying, and intimidation
- Denial of services and rights
- Fraudulent financial conduct
3. Dissolution of Current Committee
- Immediate dissolution of the current association committee, to be replaced by a neutral administrator until lawful, fair elections are conducted.
4. Democratic & Inclusive Committee Formation
Future committees must be formed with equal representation from:
- NRI owners
- Resident owners
- Women and senior citizens All homeowners, regardless of location or presence, should have equal voting and nomination rights.
5. Structural Rectification & Parking Restoration
- Remove unauthorized constructions that compromise safety. Reverse illegal double allocations of parking. Restore visitor parking spaces as per the approved layout plan.
6. Protection for Whistleblowers & Victims
- Residents who have faced harassment, threats, or service disconnection for raising concerns must be protected under the law and their services restored immediately.

This petition represents a collective call for justice and reform at KG Chandra Vista. While
individual legal
actions (such as defamation complaints) are being pursued separately, this petition is not intended to support
personal lawsuits. Instead, it reflects the shared grievances of many residents—particularly those who have been
silenced, harassed, or financially affected.
This petition will be submitted to:
- District Registrar – Chennai
- RERA Tamil Nadu
- Commissioner of Police – Tambaram
- Tamil Nadu Housing and Urban Development Department
- It may be updated with more evidence and signatures as required.
